Foreword 
This Standard involves in various professions of PREPARING overall development
program for oil-fields. It is an important standard to guide to PREPARING overall
development program for oil-fields. This Standard replaces SY/T 10011-1997 Guide to
Programming Overall Development Program for Offshore Oil Fields.
[Translator’s Note. Words “PREPARING / PREPARE / PREPARATION” could also be
replaced by the words “programming / program”, as used by the original Chinese version
of this Standard (in standard title and terms definition).]
This Standard is divided into 14 chapters. Chapter 1 is "Scope"; Chapter 2 is "Normative
references"; Chapter 3 is "Terms and definitions"; Chapter 4 defines “Basic conditions of
PREPARING overall development program”; Chapter 5 specifies “Outline of PREPARING
overall development program for oil fields”; Chapter 6~13 specifies the basic contents of
each volume in “Overall development program report”; Chapter 14 defines “PREPARING
requirements of report”. Energy-saving principle requirements have been integrated in
each chapters of this Standard, so it is not listed separately.
Compared with SY/T 10011-1997, the main changes of this Standard are as follows.
— Add the "Terms and definitions", in order to clarify the early study stages and
corresponding requirements of the development (see Chapter 3 of this edition);
— Add the "Basic Conditions of PREPARING Overall Development Program".
Clearly define the basic conditions of PREPARING the program (see Chapter 4 of
this edition);
— According to the latest national requirements, modify the chapters and combine
the “Occupational health, safety and environmental protection” into one chapter;
— Add the "Attachment" and delete the Appendix, in order to improve the
PREPARING quality and efficiency and reduce the length of the text body;
— In addition, this Standard expands the adaption to the requirements of SY/T
10011-1997, according to the actual situations and needs on land; and adds or
deletes the contents accordingly.
This Standard was proposed and shall be centralized by the Petroleum Industry
Standardization Technical Committee.

National Petroleum Corporation, China National Petroleum Corporation, China
Petrochemical Corporation, and China Petroleum and Chemical Corporation.

1  Scope 
This Standard specifies the main contents and PREPARING requirements of the overall
development program for oil fields. This Standard is applicable to PREPARING the overall
development program for oil fields.

2  Normative references 
The articles contained in the following documents have become part of this Standard
when they are quoted herein. For the dated documents so quoted, all the modifications
(excluding corrections) or revisions made thereafter shall not be applicable to this
Standard. For the undated documents so quoted, the latest editions shall be applicable to
this Standard.

3  Terms and definitions 
For the purpose of this Standard, the following terms and definitions shall apply.
4.3 Other conditions
Other conditions required for PREPARING the overall development program include.
a) The reserves reports of oil-fields have been approved.
b) Other preliminary study works for development of oil-fields have been basically
completed.
c) The enterprise decision-makers have approved to start the project of overall
development program.
5  Outline of PREPARING overall development program for oil fields 
5.1 Sub-volume
The contents of the whole program can be PREPARED by eight volumes, including.
a) Volume I General introduction;
b) Volume II Geology of oil fields; and oil reservoir engineering;
c) Volume III Drilling-and-completions; and oil production technology;
d) Volume IV Oil field surface / offshore development engineering;
e) Volume V Project organization and management; and production operation;
f) Volume VI Occupational health, safety and environmental protection;
g) Volume VII Investment estimate; and economic appraisal;
h) Volume VIII Annex.
5.2 Description
5.2.1 The national energy-saving and water-saving fundamental policy and principle shall
be throughout the PREPARING process of overall development program for oil-fields.
5.2.2 The PREPARING of the whole program shall include, but not limited to the above
eight volumes. It can be added as required.
5.2.3 The contents and understandings, from Volume I to Volume VII, shall not be
contradicted.
5.2.4 The conclusions of the special study reports in the contents and attachments of
Volume I throughout Volume VII shall be consistent in principle; If there are new
information and data supplement, or there exists difference with the special reports, it shall
point out the difference and demonstrate in details, and explain the reason.
c) Basic appraisal for seismic interpretation methods and results maps.
d) Seismic special processing data.
Seismic network diagram shall be attached.
7.1.4.2 Drilling data
Drilling data of oil-fields include.
a) Number of drilled exploratory wells and appraisal wells.
