1 Scope
This standard specifies the terms and definitions of ELV collecting and
dismantling, enterprise requirements, technical requirements for ELV collecting,
storage and dismantling, requirements for enterprise execution time.
This standard applies to enterprises engaged in the business of collecting and
dismantling of end-of-life vehicles. The enterprises that collect and dismantle
non-road mobile machinery may refer to this standard.
2 Normative references

3 Terms and definitions
The terms and definitions as defined in GB/T 19515, GB/T 19596, GB/T 3730.1,
GA 802 as well as the following terms and definitions apply to this document.
3.1
End-of-life vehicles; ELVs
Motor vehicles that meet the requirements of the national mandatory
scrapping standards for motor vehicles and that are voluntarily scrapped by
the owner of the motor vehicle.
3.2
Electric vehicle; EV
The general term for pure electric vehicles, hybrid (electric) vehicles, fuel cell
electric vehicles.
3.3
Collecting
The process of receiving or purchasing, registering, storing, issuing
collecting certificates for end-of-life motor vehicles in accordance with
relevant national laws and regulations and relevant provisions.
4.2 Site construction requirements
4.2.1 The site selection of enterprise construction projects shall meet the
following requirements:
a) Conform to the overall plan of the local city or land and space plan;
b) Meet the site selection requirements of GB 50187 and HJ 348; it shall not
be built in urban residential areas, commercial areas, drinking water
source protection areas, other environmentally sensitive areas,
meanwhile avoid environmentally threatened zones, sections and areas;
c) Those with industrial parks or recycling parks at the project location shall
be built in the parks.
4.2.2 The minimum operating area (footprint) of an enterprise shall meet the
following requirements:
a) The area for grade I ~ grade II is 20000 m2; the area of grade III ~ grade
IV is 15000 m2; the area of grade V ~ grade VI is 10000 m2;
b) The area of the operation site (including dismantling and storage sites) is
not less than 60% of the operating area.
4.2.3 The enterprise shall strictly implement the construction land standard of
the "Control index of industrial project construction land". Meanwhile the site
construction shall comply with the environmental protection requirements for
enterprise construction of HJ 348.
4.2.4 The enterprise site shall have a dismantling site, storage site and office
site. Among them, the ground of the dismantling site and storage site (including
temporary storage) shall be hardened and leak-proof; meet the requirements
for anti-oil seepage ground of GB 50037.
4.2.5 The dismantling site shall be a closed or semi-enclosed structure, with
good ventilation, good light, as well as complete safety and environmental
protection facilities.
4.2.6 The storage site shall be divided into a storage site for end-of-life vehicles,
a storage site for reused parts, a storage site for solid waste. The solid waste
storage site shall have general industrial solid waste storage facilities that meet
the requirements of GB 18599 and hazardous waste storage facilities that meet
the requirements of GB 18597.
4.2.7 Enterprises dismantling electric vehicles shall also meet the following site
construction requirements:
4.3.3 The following environmental protection facilities and equipment shall be
provided:
a) Environmental protection equipment built by enterprises such as oil-water
separators that meet the requirements of HJ 348;
b) Equipped with special waste liquid collection devices and special closed
containers for classified storage of various waste liquids;
c) Motor vehicle’s air-conditioning refrigerant collection devices and airtight
containers for classified storage of various refrigerants;
d) Containers for storing oil filters and lead-acid batteries based on
categories.
4.3.4 Computers, camera equipment, electronic monitoring and other facilities
and equipment shall be provided.
4.3.5 Enterprises in grade I ~ grade II areas shall also have the following
efficient dismantling facilities and equipment:
a) Fine dismantling platform and corresponding equipment tooling;
b) Dismantling equipment such as dismantling machine or dismantling line;
c) Large and efficient shearing and cutting equipment;
d) Centralized and efficient waste liquid recovery equipment.
4.3.6 Enterprises dismantling electric vehicles shall also have the following
facilities, equipment and materials:

1 Scope
This standard specifies the terms and definitions of ELV collecting and
dismantling, enterprise requirements, technical requirements for ELV collecting,
storage and dismantling, requirements for enterprise execution time.
This standard applies to enterprises engaged in the business of collecting and

3 Terms and definitions
The terms and definitions as defined in GB/T 19515, GB/T 19596, GB/T 3730.1,
GA 802 as well as the following terms and definitions apply to this document.
3.1
End-of-life vehicles; ELVs
Motor vehicles that meet the requirements of the national mandatory
scrapping standards for motor vehicles and that are voluntarily scrapped by
the owner of the motor vehicle.
3.2
Electric vehicle; EV
The general term for pure electric vehicles, hybrid (electric) vehicles, fuel cell
electric vehicles.
3.3
Collecting
The process of receiving or purchasing, registering, storing, issuing
collecting certificates for end-of-life motor vehicles in accordance with
relevant national laws and regulations and relevant provisions.
4.2 Site construction requirements
4.2.1 The site selection of enterprise construction projects shall meet the
following requirements:
a) Conform to the overall plan of the local city or land and space plan;
b) Meet the site selection requirements of GB 50187 and HJ 348; it shall not

4.2.3 The enterprise shall strictly implement the construction land standard of
the "Control index of industrial project construction land". Meanwhile the site
construction shall comply with the environmental protection requirements for
enterprise construction of HJ 348.
4.2.4 The enterprise site shall have a dismantling site, storage site and office
site. Among them, the ground of the dismantling site and storage site (including
temporary storage) shall be hardened and leak-proof; meet the requirements
for anti-oil seepage ground of GB 50037.
4.2.5 The dismantling site shall be a closed or semi-enclosed structure, with

protection facilities.
4.2.6 The storage site shall be divided into a storage site for end-of-life vehicles,
a storage site for reused parts, a storage site for solid waste. The solid waste
storage site shall have general industrial solid waste storage facilities that meet
the requirements of GB 18599 and hazardous waste storage facilities that meet
the requirements of GB 18597.
4.2.7 Enterprises dismantling electric vehicles shall also meet the following site
construction requirements:
4.3.3 The following environmental protection facilities and equipment shall be
provided:
a) Environmental protection equipment built by enterprises such as oil-water
separators that meet the requirements of HJ 348;
b) Equipped with special waste liquid collection devices and special closed
