Clause 5, 6 and 9 of this Part are mandatory, the rest are recommendatory.
GB 4351 Portable fire extinguishers is divided into three parts.
— Part 1. Performance and construction;
— Part 2. Requirements for seamless steel cylinders of portable carbon dioxide fire
extinguishers;
— Part 3. Regulations.
This is part 1 of GB 4351. Corresponding to ISO 7165 Fire fighting -- Portable fire
extinguishers -- Performance and construction (English version, 1999), this Part is not
equivalent to ISO 7165. Main changes of this Part are as follows.
— Change the formatting for standard according to GB/T 1.1 and Chinese habit;
— As there is no portable fire extinguisher of Class D in China, so delete the Class D
and related test methods in ISO 7165;
— According to domestic resource situation, in fire test methods of Class B, change the
commercial n-heptane in ISO 7165 as gasoline for automobile;
— Delete the requirements for gasket and “O-Rings” of portable fire extinguishers in
ISO 7165, change the related standards of gasket and “O-Rings” in China.
This Part replaces GB 4351-1997 General specifications for portable fire extinguishers, GB
4397-1998 Portable 1211 fire extinguishers, GB 4398-1999 Portable water fire
extinguishers, GB 4399-1984 Portable carbon dioxide fire extinguishers, GB 4400-1984
Portable chemical foam fire extinguishers, GB 4401-1984 Portable soda-acid fire
extinguishers, GB 4402-1998 Portable dry powder fire extinguishers, GB 12515-1990
Portable dry powder fire extinguishers (stored-pressure), GB 15368-1994 Portable foam
fire extinguishers.
Compared with GB 4351-1997, main changes of this Part are as follows.
— Combine water-type and foam-type extinguisher into water-based extinguisher
according to classification of filling extinguishing agent;
— Change the formatting method of Class B fire test moulding; for fire test of Class B,
lacquer tray can not be buried completely;
— Add the requirements of Class B at lowest working temperature;
— Add the vibration requirements for portable fire extinguisher used for automobile,
airplane, ship, etc.;
— Add the requirements for valve of portable fire extinguisher;
— Add the requirements for portable fire extinguisher and handle;
— Add the requirements for support of portable fire extinguisher;
— Add the requirements for pressure indicator of extinguisher;
— Change the hydrostatic test pressure value of portable fire extinguisher; the
hydrostatic test pressure value is 1.5 times of working pressure;
— Add the test methods of electric insulation performance of portable water-based
extinguisher;
— Add the requirements of lighting sings of portable fire extinguisher.
Annex A of this Part is normative.
Since implementation date of this Part, GA 92-1995 General technical specification of
extinguisher pressure indicator, etc. will be abolished.
This Part was proposed by Ministry of Public Security of P. R. China.
This Part shall be under jurisdiction of Fifth Technical Committee of National Technical
Committee on Fire Protection of Standardization Administration of China.

1 Scope
This Part specifies the definition, classification, specification and model of portable fire
extinguishers as well as technical requirements, test methods, inspection rules and mark,
etc.
This Part is applicable to portable fire extinguishers.
2 Normative References
The following documents contain the provisions which, through reference in GB 4351,
constitute the provisions of this Part. For dated references, subsequent amendments
(excluding corrections) or revisions do not apply to this Standard. However, the parties who
enter into agreement based on this Part are encouraged to investigate whether the latest
versions of these documents are applicable. For undated reference documents, the latest
versions apply to this Part.

3 Terms and Definitions
The following terms and definitions are applicable to this Part.
3.1
Portable extinguisher
An appliance containing an extinguishing medium that can be discharged and directed on
a fire by the action of internal pressure.
3.2
Effective discharge time
Time from the commencement of discharge of portable extinguisher’s (hereinafter referred
to as extinguisher) extinguishing medium at the nozzle to the gas point of the discharge
stream with the control valve fully open.
3.3
Complete discharge
Point in the discharge of an extinguisher when the internal pressure has equalized with the
external pressure, with the valve control being kept fully open.
3.4
Bulk range
Range between the farthest point of the jet stream and extinguisher nozzle when 50 % of
its media has been expelled.
3.5
Delayed-action time of discharge
The time FROM the moment when the control valve of extinguisher is open or reaches the
relevant opening state TO the moment when the extinguishing medium starts to discharge
out from the nozzle.
3.6
Rate of residual extinguishing medium
The mass percent between the internal residual extinguishing medium in the extinguisher
