1 Scope
This Standard specifies the terms and definitions, and the technical requirements for
power generation capacity prediction, start-up and shutdown, active power control,
reactive / voltage regulation, abnormal operating conditions, secondary systems,
simulation models and parameters, and grid-involved tests of connecting to power
system for solar thermal power station.
This Standard is applicable to the thermal energy storage type of solar thermal power
stations that adopt steam turbine generator set.

3.8 AGC Response Time
AGC response time refers to the time difference from the moment when the AGC
command starts to change, to the moment when the actual load of the generator set
starts to change, and the amplitude of variation exceeds the allowable range of the
load static deviation, and no longer returns in the trend.
3.9 Cold Start-up
Cold start-up refers to the start-up of the solar thermal generator set when the metal
temperature of the regulating stage of the high-pressure inner cylinder of the steam
turbine is lower than 40% of the metal temperature at full load.
3.10 Warm Start-up
Warm start-up refers to the start-up of the solar thermal generator set when the metal
temperature of the regulating stage of the high-pressure inner cylinder of the steam
turbine is between 40% and 80% of the metal temperature at full load.
3.11 Hot Start-up
Hot start-up refers to the start-up of the solar thermal generator set when the metal
temperature of the regulating stage of the high-pressure inner cylinder of the steam
turbine is higher than 80% of the metal temperature at full load.
4 Prediction of Power Generation Capacity
4.1 The solar thermal power station shall be equipped with the functions of 15 min ~ 4
h ultra-short-term power generation capacity prediction, 0 ~ 72 h short-term power
generation capacity prediction and 0 ~ 168 h mid-term power generation capacity
prediction.
4.2 The solar thermal power station shall report recommendations on the generation
power curve of each generator set from 0 ~ 168 h from 0:00 on the following day on a
daily basis in accordance with the time specified by the grid dispatching institution, with
a time resolution of 1 h.
4.3 The solar thermal power station shall report recommendations on the generation
power curve of each generator set from 0 ~ 72 h from 0:00 on the following day on a
daily basis in accordance with the time specified by the grid dispatching institution, with
a time resolution of 15 min.
6 Active Power Control
6.1 Regulation Capability
6.1.1 When the system frequency is within the variation range of 50.5 Hz ~ 48.5 Hz,
the solar thermal generator set shall maintain stable operation.
6.1.2 When the system frequency drops to 48 Hz, the reduction in active power output
of the solar thermal generator set shall not exceed 5% of the rated active power.
6.1.3 The solar thermal generator set shall be equipped with an automatic generation
control (AGC) system, as well as the capability of active power regulation and the
function of participating in closed-loop automatic power generation control of the power
grid.
6.1.4 When the output active power of the solar thermal generator set is above 20% of
the rated curve, it shall be able to achieve continuous and smooth regulation of the
active power and the function of participating in the active power control of the system.
6.2 Automatic Generation Control
6.2.1 The requirements for the basic performance indexes of automatic generation
control of the solar thermal generator set are as follows:
a) The AGC regulation rate shall not be less than 2% of the generator set’s rated
active power per minute;
b) AGC response time shall not be greater than 60 s;
c) AGC regulation error shall not be greater than 1% of the generator set’s rated
active power.
6.2.2 The AGC regulation range of the solar thermal generator set shall not be less
than 20% ~ 100% of the generator set’s rated active power.
6.2.3 The AGC the solar thermal generator set shall have the following two operation
modes:
a) Fixed operation mode, in which, the generator set operates in accordance
with the planned curve;
b) Regulation mode, in which, the generator set operates in accordance with the
given load of the power grid.
6.2.4 The AGC of the solar thermal generator set shall be able to implement the manual
and automatic undisturbed switching between the two control modes of “local control /
remote control”.

8 Abnormal Operating Conditions
The solar thermal generator set shall satisfy the relevant requirements of GB/T 31464
under abnormal operating conditions, such as: abnormal generator frequency,
generator out-of-step, loss of magnetism and asynchronization, unbalanced load,
misalignment and single-phase reclosing, etc.
9 Secondary Systems
9.1 Basic Requirements
9.1.1 The secondary equipment and secondary systems of the solar thermal power
station shall comply with the requirements of GB/T 14285, DL/Z 713 and DL/T 687.
9.1.2 The communication mode, transmission channel and information transmission
between the solar thermal power station and the grid dispatching institution shall satisfy
the stipulations of the grid dispatching institution, including the provision of remote
measurement signals, remote communication signals, remote control signals, remote

4 Prediction of Power Generation Capacity
4.1 The solar thermal power station shall be equipped with the functions of 15 min ~ 4

6 Active Power Control
6.1 Regulation Capability

8 Abnormal Operating Conditions
