Foreword
This document was drafted in accordance with the provisions of GB/T 1.1-2020
"Directives for standardization - Part 1: Rules for the structure and drafting of
standardizing documents".
This document is Part 2 of GB/T 44083 "Road vehicles - Method and rules for the
evaluation of the usability of child restraint systems and their compatibility with vehicle
anchorages". GB/T 44083 has published the following parts:
- Part 2: Child restraint systems using vehicle belts;
- Part 3: Securing and daily maintenance of child occupants in child restraint systems;
- Part 4: Booster seat and booster cushion.
This document modifies and adopts ISO 29061-3:2017 "Road vehicles - Methods and
criteria for usability evaluation of child restraint systems and their interface with vehicle
anchorage systems - Part 3: Installation of child restraint systems using vehicle seat
belts".
Compared with ISO 29061-3:2017, this document has made the following structural
adjustments:
- RE-ARRANGE the order of terms in Chapter 3, according to the logical
relationship and order of appearance;
- RE-NUMBER the serial numbers of the tables, merging the Tables 1.1 ~ Table 1.2
and Tables 2.1 ~ Table 2.5 in ISO 29061-3:2017 into Table 1 and Table 2,
respectively.
The technical differences and reasons between this document and ISO 29061-3:2017
are as follows:
- ADD the normative reference GB 27887 (see Chapter 3), as the source of some
child restraint system related terms;
- Some terms and definitions adopt the relevant descriptions in GB 27887 (see 3.1,
3.2, 3.7, 3.14, 3.15.2), which are consistent with relevant national standards and
easy to understand;
- ADD the terms and definitions of 3.2, 3.7, 3.8 about children's harness belts, anti-
rotational devices, auxiliary anti-rotational devices, to facilitate the understanding
and use of other terms.
The following editorial changes have been made to this document:
Road vehicles - Method and rules for the evaluation of the
usability of child restraint systems and their compatibility
with vehicle anchorages - Part 2: Child restraint systems
using vehicle belts
1 Scope
This document specifies the evaluation requirements for the usability of child restraint
systems fixed on the vehicle with vehicle seat belts.
This document applies to integral child restraint systems installed and fixed with vehicle
seat belts.
2 Normative references
The contents of the following documents constitute essential provisions of this
document through normative references in the text. Among them, for dated references,
only the version corresponding to the date applies to this document; for undated
references, the latest version (including all amendments) applies to this document.
GB 27887 Child restraint systems for power-driven vehicles
3 Terms and definitions
The terms and definitions defined in GB 27887, as well as the following terms and
definitions, apply to this document.
3.1
Child restraint system; CRS
A device that enables child passengers to remain in a sitting or sleeping position. It
is designed to reduce the damage to the wearer in a collision or sudden deceleration,
by limiting the movement of the child's body.
3.2
Harness belt
seat belt in a designated vehicle seat, including whether the instruction document is
easy to obtain, whether the instruction manual and the label content are clear and
complete, whether it affects the ease of operation when installing the child restraint
system in the vehicle.
4.1.2 The evaluation process is divided into the following two steps:
- Evaluation of the child restraint system itself;
- Evaluation of the usability of the child restraint system when it is installed on the
designated seat of the vehicle.
4.1.3 The evaluation shall be carried out for each installation mode of the child restraint
system and the usability of the installation mode conversion. The evaluation procedure
shall be objective and repeatable.
4.1.4 The evaluation is carried out by at least two persons who have basic knowledge
of child restraint systems and are familiar with relevant technical terms.
4.1.5 The materials and tools used for the evaluation include:
- Usability evaluation form (electronic or paper form);
- Vehicle manual;
- Child restraint system instruction manual, including usage guidance video;
- Screwdriver or simple and easy-to-obtain tools.
4.1.6 The initial state of the child restraint system being evaluated shall be consistent
with the state when the consumer obtains it. The evaluation process includes all steps
from assembling the child restraint system to installing it in the vehicle. It is best to be
carried out by personnel who are not familiar with this child restraint system and vehicle.
The evaluation process does not include the process of unpacking the child restraint
system, taking it out of the packaging box and plastic protective cover, taking out the
instruction manual, but other preparation processes of the child restraint system before
use need to be considered and evaluated in the evaluation form.
4.1.7 The use mode of the child restraint system (forward-facing installation/rearward-
facing installation, integral/non-integral, with/without base) and the installation
position on the vehicle shall be determined in advance and recorded in the evaluation
form.
4.1.8 First evaluate the sign and instruction manual; finally evaluate the ease of
installation and removal.
