Foreword
This Document was drafted as per the rules specified in GB/T 1.1-2020 Directives for
Standardization – Part 1.Rules for the Structure and Drafting of Standardizing Documents.
This Document is Part 1 of GB/T 4706 Safety of Household and Similar Electrical Appliances.
GB/T 4706 consists of the following parts.
--- Part 1.General Requirements;
--- Part 2.Particular Requirements for Electric Irons;
...
--- Part 121.Particular Requirements for Professional Ice-Cream Makers.
This Document replaced GB 4706.1-2005 Household and Similar Electrical Appliances –
Safety – Part 1.General Requirements. Compared with GB 4706.1-2005, the major technical
changes of this Document are as follows besides the structural adjustments and editorial
modifications.
--- Change the scope of application of the Document; and further clarify the scope of
application and inapplicability of the document (see Clause 1 of this Edition; Clause 1 of
the 2005 Edition);
--- Add the terms and definitions such as "remote operation", "battery-powered equipment",
"small parts", "battery box", "detachable power supply unit", and "pre-set weak parts",
etc. (see 3.1.12, 3.3.16, 3.6.6, 3.6.7, 3.6.8, and 3.7.8 of this Edition);
--- Delete the terms and definitions of "detachable cord", "Level-B software", and " Level-
C software" (3.2.1, 3.9.4, and 3.9.5 of the 2005 Edition);
--- Add the test sequence description of 19.14 (see 5.3 of this Edition);
--- Add the description on the setting of "voltage selector switch" (see 5.6 of this Edition);
--- Add the general test conditions for Class-III structural components of appliances (see
5.10 of this Edition);
--- Add the types of appliances to which the test conditions of 5.13 apply (see 5.13 of this
Edition);
--- Add the test conditions for "appliances powered by non-rechargeable batteries or by
batteries not charged inside the appliance" (see 5.17, Annex S of this Edition);
--- Add the test conditions for components or parts of appliances with both self-resetting and
non-self-resetting characteristics (see 5.19 of this Edition);
--- Add the method for determining the appliance category for "appliances consisting of
Class-III structural components and detachable power supply components" (see 6.1 of
this Edition);
--- Add the symbol requirements for "Class-II appliances with functional grounding",
"Class-III appliances", and "functional grounding terminal", etc. (see 7.1, 7.6, 7.8 of this
Edition);
--- Change the symbol corresponding to "Read the operating manual" (see 7.6 of this Edition;
7.6 of the 2005 Edition);
--- Add requirements for special populations, Class-III structures and Class-III appliances
in the instructions for use (see 7.12 of this Edition);
--- Add requirements for different languages and alternative formats of instructions for use
(see 7.12.9 of this Edition);
--- Add requirements for font height of warning words and requirements for molded,
engraved or stamped signs (see 7.14 of this Edition);
--- Add requirements for the marking position of symbol 5018 specified in IEC 60417 (see
7.15 of this Edition);
--- Add requirements and test methods for providing complete disconnection after the switch
device realizes a switching action (see 8.1.3 of this Edition);
--- Add the requirements of "For peak voltage greater than 15kV, the discharge energy shall
not exceed 350mJ" (see 8.1.4 of this Edition);
--- Change the input power measurement method of "appliances whose input power varies
throughout the working cycle" (see 10.1 of this Edition; 10.1 of the 2005 Edition);
--- Change the current measurement method of "appliances whose current varies throughout
the working cycle" (see 10.2 of this Edition; 10.2 of the 2005 Edition);
--- Change the maximum normal temperature rise requirements for the pins of the appliance
plugged into the fixed socket, the housing of the electric appliance, the handles, knobs,
grips and similar parts held in normal use (see Table 3 of this Edition; Table 3 of the 2005
Edition);
--- Change the leakage current test method and ...
