In order to implement the "Law of the People's Republic of China on Environmental Protection," to effectively use and conserve resources, reduce the environmental impact of plastic packaging products and human health

This standard on the "environmental labeling products technical requirements of packaging products" (HJ/T 209-2005) was revised, the main changes are as follows.
- adjusted the standard name and scope of application;
- Increase the requirements of raw materials and production processes;
- Adjust the degradation of degradable products index requirements;
- Remove the easy to recycle packaging requirements;
- Increased non-biodegradable products biological substrate content requirements;
- Added requirements for heavy metals, polybrominated biphenyls, polybrominated diphenyl ethers, residual solvents in products;
- Increased demand for vinyl chloride and styrene monomer in the product;
- Adjusted product labeling requirements.

1 scope of application
This standard specifies the terms and definitions, basic requirements, technical contents and test methods of environmental labeling products of plastic packaging products.
This standard applies to plastic as the main material for packaging products.

3 Terms and definitions
GB/T 4122.1-2008 and the following terms and definitions apply to this standard.
3.1 plastic packaging products plastic packaging products
The main use of plastic packaging materials production.

4 basic requirements
4.1 products should be consistent with the corresponding quality, safety, health standards.
4.2 The pollutant discharge of the production enterprise shall comply with the discharge standards of pollutants stipulated by the state or local governments.
4.3 product manufacturers in the production process should strengthen cleaner production.
5 technical content
5.1 raw materials and production process requirements
5.1.1 non-degradable plastic packaging does not use thermosetting plastic and foamed plastic as raw materials.
5.1.2 The product manufacturing process does not use azo dyes that decompose into the carcinogenic aromatic amines listed in Appendix A.
5.1.3 food packaging does not add GB/T 21928 listed in the phthalate plasticizers.
5.1.4 non-food packaging does not add the phthalates listed in Appendix B plasticizers.
5.1.5 Product gravure printing process should be consistent with the HJ 2539 requirements.
5.2 Product Requirements
5.2.1 Lead, cadmium, mercury, hexavalent chromium and its compounds, polybrominated biphenyls, polybrominated diphenyl ethers, residual solvents and other products shall comply with GB/T 10004

5.2.2 Polyvinyl chloride (PVC) products, vinyl chloride monomer content should be consistent with the requirements of GB 9681, polystyrene products containing styrene monomer
The amount should be consistent with the requirements of GB 9692.
5.2.3 biodegradable plastic packaging should meet the GB/T.20197 degradation performance requirements.
5.2.4 Non-degradable plastic packaging biochar content should be greater than 20%.
5.3 Product Identification should be consistent with GB/T 16288 requirements.
6 test methods
6.1 Technical content 5.2.1 testing in accordance with the provisions of GB/T 10004 regulations.
6.2 Technical Content 5.2.2 Vinyl chloride monomer in accordance with the provisions of GB 9681 test method, the detection of styrene monomer in accordance with GB 9692

6.3 Technical content 5.2.3 Detection According to the method specified in GB/T.20197.
6.4 Technical content 5.2.4 Determination of biochar content in accordance with GB/T 29649-2013 prescribed method.
6.5 Other requirements in the technical content are verified by means of document review combined with on-site inspection.
