Classification and basic requirement for cold chain logistics
1 Scope
This document specifies the classification of cold chain logistics, as well as the basic
requirements for facilities and equipment, information system, temperature control,
article protection, quality management, personnel requirements, safety management,
environmental protection.
This document applies to the management and operation of cold chain logistics and
related fields.
2 Normative references
The following referenced documents are indispensable for the application of this
document. For dated references, only the edition cited applies. For undated references,
the latest edition of the referenced document (including any amendments) applies.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1 logistics
The process that according to actual needs, the basic functions of transportation, storage,
loading and unloading, handling, packaging, circulation processing, distribution,
information processing and other basic functions are organically combined, so that the
goods flow from the supplying place to the receiving place.
3.2 cold chain logistics
A physical flow process that keeps the article in the temperature environment required
to maintain its quality during the process from production to consumption, according
to the characteristics of the article.
4 Classification
4.1 Classification according to category of goods
5.2.1 Cold chain logistics service providers shall establish a cold chain logistics
information system that matches the service or meets customer requirements.
5.2.2 The information system shall have the functions of temperature monitoring,
information recording, information transmission and alarming.
5.2.3 Cold chain logistics service providers shall establish and improve the whole-
process temperature monitoring management and inter-link handover system, so as to
realize the whole-process traceability of temperature. The traceability management
requirements shall meet the requirements of GB/T 28843.
5.2.4 The data storage period of each link of cold chain logistics shall be clearly required.
The storage period of food data shall not be less than 6 months after the expiration of
the shelf life. If the shelf life is not indicated, it shall not be less than 2 years. The storage
period of pharmaceutical and medical data shall not be less than 5 years.
5.3 Temperature control
5.3.1 Cold chain logistics service providers shall establish a cold chain logistics
temperature monitoring and control system.
5.3.2 The cold chain logistics service provider shall, according to the classification of
cold chain logistics temperature zones and customer requirements, clearly stipulate the
temperature requirements, temperature measurement methods, recording requirements
of temperature measurement results, and temperature record preservation methods and
storage periods for articles in each logistics link.
5.3.3 The cold chain logistics service provider shall select an appropriate method to
heat or cool the interior of the facilities, equipment and means of transport before
loading items.
5.4 Article protection
5.4.1 Cold chain logistics service providers shall establish a system for article protection.
Make specific operational requirements for article protection, including temperature,
cleanliness, and shelf life, for each operation link.
5.4.2 Cold chain logistics service providers shall regularly check articles. Develop
measures according to the properties of the article to protect the article from moisture,
damage, corruption, deterioration. Maintain the article's nature stable, quantity
complete, packaging and protection good.
5.4.3 Articles shall be classified and placed in different areas according to their
attributes.
5.4.4 Cold chain logistics service providers shall meet the requirements of temperature,
humidity, gas composition and other requirements for articles during storage and
transportation.
5.5 Quality management
5.5.1 Cold chain logistics service providers shall establish relevant documents for cold
chain logistics quality management system. Activities such as internal audit and quality
improvement are carried out on a regular basis.
5.5.2 Cold chain logistics service providers shall design implementation plans for cold
chain logistics activities in advance. Evaluate the plans and make a decision.
5.5.3 Cold chain logistics service providers shall establish emergency response plans
for cold chain logistics. Exercise regularly.
5.5.4 When the articles are handed over, they shall meet the requirements of batches,
quantities, categories, temperature records stipulated by both parties. The handover
certificate shall be signed and kept.
5.6 Requirements for personnel
5.6.1 Cold chain logistics practitioners shall hold valid certificates required for their
positions.
5.6.2 Cold chain logistics practitioners shall regularly conduct professional training and
assessment.
5.7 Safety management
5.7.1 Cold chain logistics service providers shall establish safety management systems
for personnel, cold chain facilities and equipment, items, environment, fire protection.
5.7.2 In the event of a public health emergency, the cold chain logistics service provider
shall promptly take corresponding preventive and disposal measures for the personnel,
articles, packaging, facilities and equipment related to cold chain logistics.
5.8 Environmental protection
5.8.1 Cold chain logistics service providers shall establish environmental protection
management measures for cold chain logistics.
5.8.2 Cold chain logistics service providers shall choose environmentally friendly
refrigerants.
5.8.3 Cold chain logistics service providers shall choose green, environmentally
friendly and energy-saving facilities and equipment.
5.8.4 Cold chain logistics service providers shall use recyclable or recyclable materials
in all aspects of cold chain logistics.
