Requirements for number and packing-mark of civilian
firearms
1 Scope
This standard specifies the rules for numbering of firearms for civilian use,
requirements for number marking, packaging mark requirements, requirements for
numbering and packaging mark of civilian firearms for export, requirements for
information collection and reporting and management requirements for civilian
firearms.
This standard applies to the numbering, packaging mark, management of firearms for
civilian use, which is stipulated in the "Law of the People's Republic of China on the
Administration of Firearms".
2 Normative references
The following documents are essential to the application of this document. For the dated
documents, only the versions with the dates indicated are applicable to this document;
for the undated documents, only the latest version (including all the amendments) is
applicable to this standard.

3 Terms and definitions
The following terms and definitions apply to this document.
3.1
Civilian firearms
All kinds of air guns, shotguns, anesthesia injection guns, sporting guns that are
manufactured, distributed, configured, used in accordance with the "Law of the
People's Republic of China on the Administration of Firearms".
3.2
Main components of firearms
The main components, such as the barrel, bolt, receiver.
3.3
Gun number
On the main parts and components of the gun, a group of Arabic numerals or a
combination of Arabic numerals and English letters, which are used to represent the
unique number of the specific information of the gun, according to certain rules.
3.4
Marking
Use of technical means to mark the gun number on the surface of the main
components of the gun.
4 Rules for numbering firearms for civilian use
4.1 Requirements for using symbols
The gun number shall consist of Arabic numerals or Arabic numerals and English letters.
4.2 Compilation rules
The gun number consists of 16 Arabic numerals or Arabic numerals and English letters.
Among them, the enterprise code is the enterprise code stipulated by the Ministry of
Public Security, which is represented by 2 digits of Arabic numerals; the year of
manufacture is the last two digits of the year of manufacture; the type code of the
firearm is represented by 4 digits of Arabic numerals, the specific code classification is
shown in Table 1; the model code is different models of the same type of firearm, which
is determined by the manufacturer itself, represented by 2 digits of Arabic numerals or
Arabic numerals and English letters and reported to the management department for
record; the serial number is represented by 6 digits of Arabic numerals, which shall be
000001 ~ 999999. The specific arrangement is as follows:

8.1 Requirements for the collection and submission of domestic firearms
manufactured, distributed, configured, used for civilian purposes
8.1.1 Information collection and submission requirements for manufacturers
Domestic enterprises, that manufacture firearms for civilian use, shall mark the number
of firearms for civilian use, in accordance with the requirements of Chapter 4 and
Chapter 5. When the finished product is warehousing-in, use the firearms management
information system to collect relevant information, such as the serial number and
production time of the finished civilian firearm. When the product is warehousing-out
for sale, use the firearms management information system to collect such information,
as the civilian firearm number, sales flow, etc.; report to public security organ.
8.1.2 Requirements for information collection and submission of distributors
Domestic enterprises, that distribute firearms for civilian use, shall use the firearms
management information system, to collect relevant information, such as serial
numbers and storage time of firearms, which are purchased for civilian use at the time
of purchase and storage. When warehousing-out for sale, use the firearms management
information system to collect relevant information, such as serial number and sales flow
of civilian firearms leaving the warehouse; report them to the public security organs.
8.1.3 Requirements for information collection and reporting of user organization
Domestic organizations, that use firearms for civilian use, shall use the firearms
management information system, to collect relevant information, such as the number of
firearms for civilian use and storage time, when purchasing and putting them into
storage. When collecting firearms, use the firearms management information system,
to collect relevant information, such as firearm number, collector, collection and return
time; report to the public security organ.
8.2 Information submission requirements for imported firearms for civilian use
Enterprises importing firearms for civilian use shall use the firearms management
information system, to collect relevant information such as import contracts, names of
imported firearms, models (with photos), quantity, firearm number, country of
manufacture, customs declaration port, etc.; submit them to the public security organs.
The user organization shall use the firearms management information system, to collect
relevant information such as the name, model, quantity, number of imported firearms
for civilian use; submit them to the public security organs.
