1 Scope
This Part of GB/T 31024 specifies the application technology framework, the
general equipment requirements for road side unit (RSU) and on-board unit
(OBU), as well as the technical specifications of road side unit equipment OF
dedicated short range communication equipment of cooperative intelligent
transportation systems.
This Part applies to the design and development of dedicated short range
communication equipment of cooperative intelligent transportation systems.
2 Normative references

a) The cooperative vehicle infrastructure application layer communication
protocol between RSU and OBU shall meet the requirements of GB/T
31024.3;
b) RSU supports IPV6 communication and DSMP communication between
on-board equipment and application system, and DSMP communication
shall meet the requirements of GB/T 31024.3;
c) The wireless communication capability of RSU equipment shall meet the
requirements of GB/T 31024.1;
d) RSU can support multiple communication protocol functions by installing
different communication modules.
6.2 Requirements for equipment function state
The RSU working state shall support at least the following five working states:
a) Initial state: RSU does not contain any user configuration information
when it is in the initial state; RSU returns to the initial state after performing
the initialization operation;
b) Standby state: When RSU is in the standby state, it supports the
configuration function of the host computer to the equipment, and the
radio function is turned off at this time;
c) Standby power-off state: RSU enters the standby power-off state after the
power is off in the standby state; RSU in the standby power-off state
enters the standby state after the power is on;
d) Running state: When RSU is in the running state, it works normally
according to the relevant user configuration, all the radio frequency
functions are turned on, and the configuration function to the equipment
is turned off at the same time;
e) Running power-off state: RSU enters the running power-off state after the
power is off in the running state; RSU in running power-off state enters
the running state after the power is on.
6.3 Requirements for forwarding
The forwarding shall meet the following requirements:
a) When DSU uses DSMP communication, it supports two sending modes,
i.e. storing-and-forwarding and direct forwarding, of DSMP messages,
and it supports the receiving and forwarding of DSMP messages sent by
other DSRC equipment.
d) When forwarding a DSMP message, it searches the forwarding
configuration information in the corresponding MIB according to the AID
in the message, and forwards the message to the correct application
system.
e) The MIB information of the store-and-forward configuration meets the
requirements of GB/T 31024.3.
f) It supports the keeping and maintenance of equipment time, the time
precision is no more than 10 ms, and supports the time adjustment
through Beidou or NTP; when the system works, the Beidou is the main
clock.
g) When the time adjustment fails, the alarm is reported through the SNMP
V3 protocol.
h) The internal time format follows the UTC standard time format, starting at
0:00 on January 1, 1970.
8.5.2 RSU position function
The RSU position function shall meet the following requirements:
a) It configures the Beidou positioning module to achieve the positioning
function;
b) RSU in running state reports the alarm through the SNMP V3 protocol
when the positioning fails.
c) It supports the configuration of the legal running area, and reports the
alarm through the SNMP V3 protocol when the positioning position is not
in the legal running area.
8.5.3 RSU system log function
The RSU system log function requirements are as follows:
a) It shall support 8 levels of log function, including: emergency (level 1),
alarm (level 2), critical (level 3), error (level 4), warning (level 5),
notification (level 6), information (level 7), debugging (level 8);
b) It is advisable to adopt an open source operating system and implement
conversion of its own log to operating system logs;
c) The level 1 ~ 5 logs that appear shall be written to the log file and saved
and guaranteed to not be lost when power is off.
c) The processing rules for directly forwarded messages include at least the
following: message type, application identification, priority, channel
information, signature, and whether it is encrypted;
d) It forwards the message content directly according to the processing rules.
8.5.6 RSU equipment security
The RSU equipment security shall have the following functions:
a) The system is protected by the user name and password. The password
is guaranteed to be complex and is prompted to replace regularly through
the system.
b) The system supports the maximum number of retries after the password
is incorrectly configured; the specific number of times is configured by the
service operator;
c) The system supports multiple management users and can configure
management rights for different users;
d) It supports China national cryptographic algorithms, which are used for
certificate, signature and encryption authentication;
e) The system supports the initialization operation. It clears all user data after
initialization and returns to the factory settings;
f) It supports IP address-based access to ACL. Only the IP address in the
ACL can access RSU;

1 Scope
This Part of GB/T 31024 specifies the application technology framework, the
