0 Introduction
This Rules is established based on the safety risk and certification risk of fire alarm products
in fire protection products. It stipulates the basic principles and requirements for the
implementation of compulsory product certification for fire alarm products used in public
places and residences. Its purpose is to ensure that the certified products continue to meet the
requirements of laws, regulations and standards.
This Rules can be used with other general rules issued by Certification and Accreditation
Administration (CNCA), such as “China Compulsory Certification Implementation Rules -
Manufacturing Enterprise Classification Management, Certification Mode Selection and
Determination”, “China Compulsory Certification Implementation Rules - Utilization of
Manufacturing Enterprise Testing Resource and Other Certification Results”, “China
Compulsory Certification Implementation Rules - Factory Inspection General Requirements”.
The certification body shall make implementation detailed-rules for certification according to
the general implementation rules and this Rules and implement them accordingly.
Manufacturing enterprise shall ensure that their certified products are capable of sustaining
the compliance with the certification and are compatible with the requirements of the
standards.
1 Application scope
This Rules applies to fire alarm products used in public places and residences, mainly
including the following types. Point-type smoke fire detector, point-type heat fire detector,
manual fire call point, point-type ultraviolet flame detector, special type fire detector, line
beam smoke fire detector, fire indicating panel, audible and/or visual fire alarm signaling
appliance, fire alarm control unit, fire alarm product for household, independent smoke fire
detection alarm, combustible gas detection and alarm products.
2 Certification standards
The certification basis-standards of this Rules are shown in Attachment “Compulsory
Certification Unit Division and Basis-Standards - Fire Alarm Products”.
The latest versions of standards for certification testing issued by the National Standardization
Administration shall be executed. When adding or reducing the basis-standards or using other
versions of the standards, it shall be implemented in accordance with the corresponding
announcement issued by the CNCA.
3 Certification modes
3.1 Basic certification mode
The basic certification mode for compulsory certification of fire alarm products used in public
places and residences is.
Type test + factory condition document review + after-certification supervision
Products produced by enterprises, which meet the conditions of management norms, integrity
and law-abiding, and stable product quality, shall be certified in accordance with the basic
certification mode.
3.2 Certification requirements based on risk prevention
In order to prevent certification risks, the certification body shall, based on the results of the
classification management of the manufacturing enterprise, add certification elements based
on the factory condition document review, to determine the certification mode that can be
applied to the certification client. The classification management requirements of
manufacturing enterprises and the relevant requirements for adding certification elements
shall be stipulated in the certification implementation detailed-rules by the certification body.
3.3 After-certification supervision
The after-certification supervision method shall be one of or various combinations of the three
methods. after-certification follow-up inspection, after-certification production or port on-site
sampling test or inspection, after-certification on-site sampling test or inspection.
In accordance with the requirements of “China Compulsory Certification Implementation
Rules - Manufacturing Enterprise Classification Management, Certification Mode Selection
and Determination”, the certification body shall, based on the results of enterprise
classification management, reasonably determine the after-certification supervision
requirements. The relevant requirements are stipulated by the certification body in the
certification implementation detailed-rules.
4 Division of certification units
For the division of certification units, see the relevant regulations in the Attachment
“Compulsory Certification Unit Division and Basis-Standards - Fire Alarm Products”.
CLIENT shall submit a certification entrusting based on the unit division requirements.
The same products produced by the same manufacturer and different manufacturing
enterprises, or the same products produced by different manufacturers and the same
manufacturing enterprise may be classified as the same certification unit.
CLIENT shall select on its own the laboratory designated by CNCA (hereinafter referred to as
the laboratory) for type test.
The laboratory shall sign a type test contract with the CLIENT. The contract shall include the
type test plan based on the principle of unit division, sample requirements and quantity, test
standard items, laboratory information, charging standards, and charging methods, etc.
