Foreword
This document was drafted in accordance with the provisions of GB/T 1.1-2020
Directives for standardization - Part 1: Rules for the structure and drafting of
standardizing documents.
This document replaces DB31/T 845-2014 Public data acquisition technical
specifications for new energy vehicles and charging infrastructure. Compared with
DB31/T 845-2014, in addition to structural adjustments and editorial changes, the main
technical changes are as follows:
a) The chapter "General requirements" is added (see Chapter 4);
b) The requirements for the establishment of "communication connection",
information transmission, statistical information reporting, disconnection and
reissue mechanism are modified (see Chapter 5; see Chapter 4 of the 2014
edition);
c) The data description, data packet structure, command unit and time
requirements of "Data packet structure and definition" are modified (see
Chapter 6; see Chapter 5 of the 2014 edition);
d) The registration information in "Data unit format and definition" is modified
to vehicle static information and the requirements for it are modified (see 7.1;
see 6.1 of the 2014 edition);
e) The requirements for real-time vehicle reporting information and vehicle
abnormal alarm data in "Data unit format and definition" are modified (see 7.2;
see 6.2 of the 2014 Edition);
f) The vehicle logout, platform login, platform logout and requirements for them
are added in "Data unit format and definition" (see 7.4, 7.5 and 7.6);
g) The requirements for "Data acquisition interval" are modified (see Chapter 8;
see Chapter 7 of the 2014 edition).

Public data acquisition technical specifications for new
energy vehicles
1 Scope
This document specifies the technical requirements for data exchange between the
integrated service and management platform of the new energy vehicle remote service
and management system (referred to as the integrated platform) and the enterprise
service and management platform (referred to as the enterprise platform, including the
vehicle manufacturing enterprise platform and the charging pile/hydrogen station
operation enterprise platform), including communication protocol structure, data packet
structure and definition, data unit format and definition, data information collection
interval, etc.
This document applies to new energy vehicles and public and dedicated charging
facilities registered in Shanghai. New energy vehicle models include passenger cars and
commercial vehicles.
NOTE: The new energy vehicles specified in this document refer to pure electric, plug-in hybrid, and
fuel cell electric vehicles registered in Shanghai.
2 Normative references
The provisions of the following documents constitute the essential clauses of this
document through normative references in this text. Among them, for referenced
documents with dates, only the versions corresponding to the dates are applicable to
this document; for referenced documents without dates, the latest versions (including
all amendments) are applicable to this document.

system for electric vehicles - Part 3: Communication protocol and data format
3 Terms and definitions
The terms and definitions defined in GB/T 32960.3 and the following apply to this
document.
3.1 EV charging Station
A site that is composed of one or more electric vehicle charging devices, which are used
to charge electric vehicles, and in which the status of the charging devices during the
charging process can be monitored.
3.2 AC charging spot
A dedicated power supply device that uses conduction to provide AC power to electric
vehicles with vehicle-mounted chargers.
3.3 DC charging spot
A dedicated power supply device that uses conduction to provide DC power to electric
vehicles with vehicle-mounted chargers.
4 General requirements
4.1 The TCP/IP network control protocol is used as the underlying communication
protocol for the protocol structure, see Figure 1.
4.2 The connection and communication protocols between platforms shall comply with
the provisions of Chapter 5, Chapter 6 and Chapter 7 of this document.
4.3 The communication protocol from the vehicle-mounted terminal to the platform
refers to Appendix B of GB/T 32960.3-2016.
5 Communication connection
The establishment of communication connections, information transmission, statistical
information reporting, disconnection and reissue mechanisms shall comply with the
requirements of Chapter 5 of GB/T 32960.3-2016.
6 Data packet structure and definition
6.1 Data description
The data structure type and transmission rules shall meet the requirements of Article
6.1 of GB/T 32960.3-2016.
