1 Scope
This Part of GB/T 18916 specifies the terms and definitions, calculation methods and
norm of water intake of polyvinyl chloride.
This Part is applicable to the management of water intake of the existing, newly
constructed, reorganized and expanded enterprises in polyvinyl chloride production.

3 Terms and Definitions
What is defined in GB/T 18820 and GB/T 21534, and the following terms and
definitions are applicable to this document.
3.1 PVC Production by Carbide-based
PVC production by carbide-based refers to the whole process of polyvinyl chloride
production through acetylene generation and lustration, hydrogen chloride synthesis,
vinyl chloride synthesis, vinyl chloride distillation, vinyl chloride polymerization,
stripping, drying and packaging. In this process, calcium carbide, chlorine gas and
hydrogen gas are the main raw materials.
3.2 PVC Production by Ethylene-based
PVC production by ethylene-based refers to the whole process of polyvinyl chloride
production through direct chlorination of ethylene, ethylene oxychlorination,
dichloroethane cleavage, vinyl chloride distillation, vinyl chloride polymerization,
stripping, drying and packaging. In this process, ethylene, chlorine gas and oxygen are
the main raw materials.
3.3 Polyvinyl Chloride Products Water Intake for Per Ton
Polyvinyl chloride products water intake for per ton refers to the quantity of water that
needs to be extracted from various conventional water resources throughout the whole
process of the production of per ton polyvinyl chloride product.
4 Calculation Methods
4.1 General Stipulations
4.1.1 Range of water intake
Range of water intake refers to the quantity of water that enterprises extract from
various conventional water resources, including water extracted from surface water
(calculated by water supply from water purification plants), underground water, water
supply engineering in cities and towns, and other water or water products (such as
steam, hot water and geothermal water, etc.) that enterprises purchase from the
market.
4.1.2 Range of water intake supply
Range of water intake supply for polyvinyl chloride production includes primary
production (including calcium carbide method and ethylene oxychlorination method),
auxiliary production (including refrigeration, air pressure, nitrogen production, oxygen
production, public circulation water field, boiler room, mechanical and electrical repair,
analysis and testing, storage and transportation, sewage treatment, etc.) and
subsidiary production (including office, afforestation, plant canteen, bathroom and toilet,
etc.), excluding self-owned power plant.
4.1.3 Measuring of water intake
The quantity of water intake shall be measured with enterprises’ Level-1 measuring
table.
4.2 Quantity of Water Intake for Per Ton Polyvinyl Chloride
The quantity of water intake for per ton polyvinyl chloride shall be calculated in
accordance with Formula (1).

Vui---quantity of water intake for per ton polyvinyl chloride, expressed in (m3/t);
Vi---within a certain measuring time, total quantity of water intake during the production
process, expressed in (m3);
Q---within a certain measuring time, total output of finished polyvinyl chloride products,
expressed in (t).

3 Terms and Definitions
What is defined in GB/T 18820 and GB/T 21534, and the following terms and
definitions are applicable to this document.
