Safety of Soaps and Detergents
1 Application Scope
This Standard specifies the terms and definitions, product classification, requirements,
test methods and inspection rules of soaps and detergents.
This Standard applies to soaps and detergents produced, distributed and used within
the territory of the People’s Republic of China, including detergents for food, food tools
and equipment, detergents for personal cleaning and detergents for other purposes.
This Standard does not apply to the dry cleaning agents containing organic solvents
as the main components, nor some industrial detergents for special purposes.

shall be below the acceptable safety level. The manufacturer of soaps and detergents
shall ensure that the hazardous substances brought in products has a concentration
which cause harm to human health, the environment and animals and vegetables in
the normal applications of surface active agents, according to the current degree of
awareness of science and technology.
5.2.3 Preservatives
The preservatives for products of category A shall be as specified in GB 9985.
The preservatives for products of category B shall be the substances listed in Table 4
of Hygienic Standard for Cosmetics [2007] and as specified in Table 4.
5.2.4 Colouring agents
The colouring agents for products of category A shall be as specified in GB 14930.1.
The colouring agents for products of category B shall be the substances listed in Table
6 of Hygienic Standard for Cosmetics [2007] and as specified in Table 6.
5.2.5 Flavourings
The flavourings for products of category A shall be as specified in QB/T 1505.
The flavourings for products of category B and C shall satisfy the requirements for the
use of flavourings of relevant categories in GB/T 22731.
5.3 Product requirements
5.3.1 Products of category A
The hygienic indexes of products of category A shall be as specified in GB 14930.1.
5.3.2 Products of category B
The hygienic indexes of products of category B shall be as specified in Hygienic
Standard for Cosmetics [2007].
5.3.3 Products of category C
5.3.3.1 Products of category C (e.g. laundry powders, laundry detergents and pet
lotions) which are possibly in direct contact with human body or animal skin in use (or
after use) shall be accompanied with safety data to ensure products have no strong
irritation or allergenicity to the skin under the concentration in use. The products safety
data may include any content as follows.
-- the safety evaluation data of skin irritation and allergenicity of ingredients or end
products;
