Foreword
GB/T 28826 “Information technology - Common biometric exchange formats
framework” is planned to be divided into the following 4 parts:
- Part 1: Data element specification;
- Part 2: Procedures for the operation of the biometric registration authority;
- Part 3: Patron format specification;
- Part 4: Security block format specification.
This Part is Part 2 of GB/T 28826.
This Part was drafted in accordance with the rules given in GB/T 1.1-2009.
This Part replaces GB/T 28826.2-2014 “Information technology - Common
biometric exchange formats framework - Part 2: Procedures for the operation
of the biometric registration authority”. Compared with GB/T 28826.2-2014, in
addition to editorial modifications, the main technical changes are as follows:
- in the scope, modified the content and applicability of this Part (see Clause
1 of this Edition, Clause 1 of Edition 2014);
- in terms and definitions, modified the definition for “applicant” (see 3.1 of
this Edition, 3.1 of Edition 2014);
- in terms and definitions, deleted “registration agency” (see 3.7 of Edition
2014);
- in terms and definitions, added “biometrics registration authority” and
“biometrics organization” (see 3.8, 3.9 of this Edition);
- in registration marks, modified the description of registration object; added
three types of registration objects of biometrics organization, devices and
algorithm (see 5.1 of this Edition, 5.1 of Edition 2014);
- in registration marks, added “Figure 1 Identifier structure” (see 5.1 of this
Edition);
- in registration marks, deleted BIR format, BDB format, SB format and
biometric product registration related content (see 5.3, 5.4, 5.5, 5.6 of
Edition 2014);

1 Scope
This Part of GB/T 28826 specifies biometrics registration mark, registration
authority, registration procedure, registration application and registration
maintenance.
This Part is applicable to biometrics registration authority and parties involved
in the application and use of biometrics identifier.
2 Normative references
The following referenced documents are indispensable for the application of
this document. For dated references, only the edition cited applies. For undated

3 Terms and definitions
For the purposes of this document, the terms and definitions defined in GB/T
28826.1-2012 as well as the followings apply.
3.1 applicant
an organization authority that requests to register biometrics organization, BIR
format, BDB format, security block format or biometrics products, devices and
algorithms
3.2 BIR format
a biometrics information record format that is defined by biometrics organization,
supported by biometrics registration authority, of which identifier is allocated by
biometrics registration authority
3.3 BDB format
a biometrics data block format that is defined by biometrics organization,
supported by biometrics registration authority, of which identifier is allocated by
biometrics registration authority
3.4 security block format
a biometrics security block format that is defined by biometrics organization,
supported by biometrics registration authority, of which identifier is allocated by
biometrics registration authority
3.5 CBEFF patron format identifier
a unique identifier of CBEFF patron format, which is allocated by biometrics
registration authority
3.6 register
the process of assigning identifiers to biometrics organization, BIR format, BDB
format, security block format or biometrics products, devices and algorithms by
biometrics registration authority
3.7 registrar
an individual or organization appointed by biometrics registration authority to
be responsible for preparation, maintenance and daily work of registration
3.8 biometrics registration authority
an authority that is authorized by relevant national government department to
be responsible for biometrics registration
3.9 biometrics organization
an organization in biometrics related fields that is supported by biometrics
registration authority, of which identifier is allocated by biometrics registration
authority
5.2 ASN.1 object identifier
ASN.1 object identifier is a unique identifier based on a hierarchical tree
structure. The ASN.1 object identifier tree has a root node (root arc), child nodes
below the root node, and other child nodes of any depth below these child
nodes. Identify nodes by providing a positive integer value (above zero) that
uniquely identifies the arc within the superior arc. Arcs can also be given names
(all lowercase, only letters and hyphens). Identify the object by a sequence of
arc values (number or arc name) from the root to the object.
NOTE 1: A more comprehensive description of the ASN.1 object identifier tree can be found
in Bibliography [1].
NOTE 2: Except for special circumstances, the allocation shall start from zero and
gradually increase.
5.3 Biometrics organization registration
The identifier of biometrics organization (organization id) is 2 bytes. The range
is 0001~FFFF (hex). Its ASN.1 object identifier is:
The allocated ASN.1 object identifier value is a unique identifier.
5.4 Registration of biometric data formats, products, devices and
algorithms
After the applicant organization obtains the biometrics organization identifier
(i.e. the first 2 bytes of the biometrics identifier) in accordance with the
registration procedure, the last 2 bytes of the biometrics identifier (16 bits in
total, as shown in Figure 1) shall be allocated according to the following rules:
- The 1st to the 4th bits specify the biometric mode according to the rules in
Table 1;
- The 5th to 8th bits specify registration items according to the rules in Table
2;
- The 9th to 16th bits will be allocated downward by the applicant organization.
NOTE: This Part does not require that the registration object must be BIR format, BDB
format, security block format or biometric product, device, algorithm. If the biometrics
registration authority considers the object required to be registered is beneficial, it can be
registered.

The relevant biometrics organization submits an application to the biometrics
registration authority. The content of the application is detailed in 8.2.
If the applicant is not a legal biometrics organization, the application will be
rejected and the applicant will be notified. This article will be cited as a reason
for rejection.
On the basis of successfully completing the registration procedure, the
identifiers of biometrics organization, biometric data format, biometrics product,
device and algorithm will be registered and published.
7.3 Application review
7.3.1 Procedures
If the application does not include the information detailed in 8.2, the application
will be rejected and the applicant will be notified. This article will be cited as a
reason for rejection. At the same time, the biometrics registration authority will
provide specific missing information.
If the biometrics registration authority determines that the applicant has
provided all necessary information, then enter the confirmation process (see
7.4).
7.3.2 Response time
Review the application in accordance with the procedures described in 7.3.1. It
is expected to be completed within 30 working days of receiving the application.
7.4 Confirmation process
A successful application will:
a) Be allocated the corresponding biometrics identifier;
b) Be recorded and filed in biometrics registration authority;
c) Be publicized on the website maintained by the biometrics registration
authority which will notify the applicant of the URL of the website.
The biometrics registration authority shall prepare appropriate backup
procedures to ensure that the registration data is not lost.
7.5 Objection process
Within 12 months after the biometrics registration authority announces the
registered identifier, any legal biometrics organization can submit a statement
to the biometrics registration authority that it believes the registration is

g) Description file of biometric comparison algorithm;
h) Description file of biometric quality algorithm;
i) Description file of biometric compression algorithm.
NOTE 1: The description files in BIR, BDB, security block format and other formats can
refer to any publicly available documents (such as relevant international standards,
national standards or industry standards), or refer to data formats registered by other
organizations.
NOTE 2: The description files for biometric products and devices generally contain the
name, model, function, performance, intellectual property information and other information
required by the biometrics registration authority.
NOTE 3: The description file for biometric algorithm generally contains version information
and other information required by the registration authority.
9 Registration maintenance
9.1 Maintenance of biometrics registration authority
The biometrics registration authority shall maintain the following information:
a) Information about registered biometrics organizations;
b) Registered biometrics organization identifiers;
c) Information about registered biometric data formats, products, devices and
algorithms;
d) Registered biometric data format, product, device and algorithm identifier.
Each entry shall provide relevant registration details and identifier information.
9.2 Public notice of registration
The biometrics registration authority shall promptly feedback the registration
information to the applicant after the registration is completed. At the same time,
a website showing the registered content shall be provided. The biometrics
registration authority shall determine the necessary internal procedures for
registration maintenance in a timely and appropriate manner.
