Rules of time synchronization for power systems
1 Scope
This Standard specifies the terms and definitions, general rules, construction
requirements, operation management specifications for the time synchronization
system for power systems.
This Standard applies to the planning, design, construction and operation
management of the time synchronization system for power systems’ dispatchers,
transformer substations, power generation plants and power systems on the users’
side.

The following referenced documents are indispensable for the application of this
document. For dated references, only the edition dated applies to this document. For
undated references, the latest edition of the referenced documents (including all

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
time synchronization system for power system
System which provides standard time signals for all kinds of application systems and
equipment of power systems.
NOTE. The time synchronization system for power systems consists of clock source, master
clock, slave clock, transmission medium and so on.
3.2
5.6 The devices in the time synchronization system for power systems shall have the
time synchronization state monitoring management function.
5.7 The time synchronization system for power systems shall be as required by the
Provisions on the security protection of the electric power monitoring systems.
6 Construction requirements
6.1 Dispatchers shall be equipped with a unified time synchronization system; the
master clock is of a duplicated redundancy configuration; the NTP method is preferably
used for the time synchronization of all application systems and equipment of
dispatchers.
6.2 Transformer substations shall be equipped with a unified time synchronization
system; the master clock is of a duplicated redundancy configuration. The equipment
of station level is preferably synchronized using the NTP method; the equipment of bay
level and process level is synchronized using IRIG-B codes or PTP messages,
preferably IRIG-B codes.
6.3 Power generation plants shall be equipped with a unified time synchronization
system; the master clock is of a duplicated redundancy configuration. The background
of production control system is preferably synchronized using the NTP method; the
equipment such as measurement-control and protection shall be synchronized using
IRIG-B codes or PTP messages, preferably IRIG-B codes.
6.4 The power users’ side shall be provided with the time synchronization function in
relevant equipment in accordance with the technical requirements for time
synchronization for power use, electric power measurement and so on.
7 Operation management specifications
7.1 Basic requirements
The operation management of the synchronization system for power systems shall
follow the principles of unified management and hierarchical maintenance. All
dispatchers, transformer substations, power generation plants and users shall carry
out the operation and maintenance of the time synchronization system based on the
principle requirements and actual conditions on site.

The basic requirements for the time synchronization system management of
dispatchers at all levels are as follows.
